One city. Many futures.
Start with identical resources. Rewrite the policy. Build your city. Compare what changes over generations.
Simple mode: Choose a city, select an economic system, build, then advance the years. Switch to Advanced for detailed city management.
Beginner guide →Life across the city
A schematic snapshot of local conditions
Local activity & district headlines
Four synthetic planning quadrants; these indicators are not actual neighborhood statistics. Review past years with the timeline.
Neighborhood enterprise economy
New games track synthetic firms and local job slots.
Recent grant ledger
Businesses, jobs, job postings and wage proxies are synthetic cohort diagnostics—not a census of establishments or additional macro employment. Grants deduct actual treasury funds; no automatic borrowing or GDP creation. Past checkpoints are read-only.
Funded corridor planning
Schematic planning access and congestion estimates
Access shading: low → high. Gold borders indicate funded transport corridors; water cells cannot be upgraded.
Candidate infill parcels & capital ledger
Ranked vacancies are only recommendations. Use the existing Build view to approve actual construction.
All access, congestion, and commute figures are synthetic diagnostics, not actual routes or real traffic. Upgrades spend treasury cash and are immutable replay events. Prior-year snapshots remain read-only.
Recovery operations
Disaster recovery ledger
Recorded incidents and discretionary repair ledger
These sector allocations subdivide existing Chaos Factor damage, and do not create a second liability. Payments reduce the existing backlog and treasury balance. All hazard rates and damages are game assumptions, not real-world forecasts.
Harborview / Capitalism
Watch your city change
This save uses a legacy economic engine. Its unchanged buildings still render; start a v0.3.1-engine game to see condition-driven visual evolution.
Choose a year to compare recorded city checkpoints.
Advance time to review neighborhood development.
Visuals are based on saved checkpoints: construction, ownership, and condition scores. Height and facade designs are artistic indicators—not actual building heights, engineering condition, or real city addresses.
Development pipeline
Approve funded projects, then advance time. Construction can finish, be delayed, or be abandoned. Select a row to locate its simulated planning cell.
City services
Select a utility or transit cell to inspect and repair its infrastructure.
A schematic infrastructure model—not actual utility lines, transit routes, power grids, water service records or real-world safety data. All maintenance draws from existing owner capital or public treasury; higher upkeep can reduce development funds.
Citizens & migration
| Income group | Households | Median income* | Rent burden | Unemployment | Satisfaction |
|---|
Program costs require treasury funding and are applied annually.
*All income groups, housing costs, migration flows, labor estimates and happiness values are synthetic game aggregates, not observed individual residents or predictions about named neighborhoods. No personal data are collected.
Districts, housing & transit
This save has no district-economics model. Create a new city to enable it; older JSON saves remain unchanged.
Select a district. Funded projects are placed using existing zoning and the multiyear construction engine.
These four quadrants are synthetic planning regions, not actual NYC, Miami, or LA neighborhood boundaries. Income, housing prices and commuting are illustrative proxies. No extra housing appears until a funded project finishes.
Protect the city
Create a new v1.8 game to use the optional climate capital and municipal risk-pool model. Earlier saves replay under their original rules.
Choose a game planning district.
Citywide modeled hazard effects are aggregated from four synthetic quadrants. The reserve is funded only by treasury transfers, never a free external insurance payout. No actual property boundaries or risk forecasts.
Trust, elections & accountability
This historical engine has no civic simulation. Start a new v1.9 city; older saved games continue unchanged.
No elections recorded.
Public approval, trust and elections are synthetic game scores, not political predictions or real election results. Governance costs come from treasury, and no economic preset is favored.
Budgets, bonds & debt
This saved city uses an earlier simulation engine. Create a new city to use municipal bonds and the finance ledger; older saves remain reproducible.
*Operating and capital amounts are classified from existing modeled expenditure; they are not added twice. Issued bonds add equal cash and liabilities, not tax revenue. Coupons and maturities are treasury funded. Synthetic financial assumptions, not actual city financial statements.
Where will people live and work?
Choices by household income group
| Group | Own | Rent | Buy / year | New leases | Change jobs | Arrivals | Departures |

Only funded programs affect decisions in the next simulated year.
A lightweight, synthetic model of collective household decisions—not individual people, real real-estate transactions, demographic predictions, or mortgage approvals. Each universe uses identical formulas; outcomes depend on policies, economic conditions and available funding.
Chaos, crime & crises
Settings apply to all parallel universes. The same external shocks occur in every branch at the same year.
Schedule a controlled crisis challenge
An explicit fictional experiment, not an event prediction. Crisis schedules are recorded in save-file history.
Compare crisis outcomes across parallel universes ↓
Recent crisis timeline
Crime models synthetic citywide pressures without individual profiling; event rates are illustrative, not forecasts.
Construction economy
Land prices and zoning are illustrative game values for 12×10 planning cells, not real property records or official zoning. Manual public projects draw on the treasury or previously budgeted public capital; private projects draw on investor capital.
Living neighborhoods
All 12×10 project cells, condition scores and renovations are illustrative. Neighborhood names on the street map are geographic reference points, not modeled neighborhood boundaries.

Compare living cities
Same simulated year, different policies. These are illustrated 12×10 planning cells, not actual neighborhoods or property parcels.
Loading parallel universes…
Review history with ← / → (one year), ↓ / ↑ (ten years). Later years are simulated; earlier years are read-only. To try different past decisions, create a historical branch below.
Same shock. Different recovery.
Compare the recorded consequences of a single crisis across parallel universes. External events are shared; preparedness, budget choices and infrastructure change their impacts.
Advance a new 0.3.6-engine game after enabling the Chaos Factor to compare recorded crises.
Incident damage and output loss are specific to the selected event. Recovery backlog and cumulative repairs are citywide and may include other incidents. All figures are simulated; they are not actual disaster losses, crime statistics or predictive estimates. Historical data is read-only.
Parallel universe comparison
Compare outcomes against the same initial city and shared annual economic shocks.
Advance all universes five years to compare policy effects.
